For persons 12 years and older who has not previously been issued a hunting license by the Department, another state, an agency of a Canadian province or an agency of any other foreign country, without completing the required course of instruction in the responsibilities of hunters; and otherwise qualifies to obtain a hunting license in the State. Apprentice hunter must be accompanied by a mentor hunter carrying a mentor affidavit at all times.

Nonresident 1-Day Permit to Hunt Upland Game & Waterfowl
A non-resident short term permit to hunt upland game and waterfowl can be used to hunt dove, coots and gallinules, ducks, mergansers, swan and geese, sage grouse, blue and ruffed grouse, Himalyan snow partridge, chukar, Hungarian partridge, quail and pheasant, cottontail and white tailed jackrabbits and crows. Additional privileges, such as waterfowl or upland game stamps, may be required.
