Your participation in this planning process is very important to us. The first phase of public scoping meetings is complete, and the second phase is now in progess. The projects suggested by the public will provide a valuable source of information to guide NDOW in the Question 1 Bond Program implementation.

If you would like to participate, please submit a project proposal, email us with your question, or attend a future scoping meeting (none are scheduled at this time).

Project proposal forms will be available during the meetings for the public to submit suggested projects.

If you are unable to attend one of these meetings, you may also submit project proposals to NDOW’s Habitat Bureau. Project proposals should be submitted by June 15, 2005 to ensure consideration for the next round of project identification. We look forward to your participation during these upcoming meetings. Thank you for your continued interest in the future of Nevada’s wildlife resources.

Public scoping meetings will continue to be held across the state every one to two years to identify new project ideas from the public and to update the prioritized list as additional bonds are sold and projects are completed. We will continue to accept new project proposals for future rounds.

Nevada Department of Wildlife has 6 years to sell the bonds and 9 years to complete all the projects.

Many thanks to again to the members of the public who attended the scoping meetings and submitted project proposals for their participation during this important phase of NDOW’s Q-1 Bond program implementation.

Public Meeting Results

A series of public meetings were held to gather public input on the types of projects bonds from the Question 1 Initiative will be used toward. The following information summarizes feedback about proposed focus areas and projects obtained from the public scoping meetings throughout the state.

Las Vegas Scoping Meeting (2/25/03)

  • Non-native species, weed control on existing wildlife management areas
  • Purchase critical water rights for wildlife benefits before they are lost
  • Purchase water rights for Key Pittman WMA
  • Match Q1 with NAWCA wetlands projects
  • Maintenance of big game guzzlers
  • Purchase of conservation easements for spring water protection for wildlife
  • Purchase new lands to establish wildlife management areas
  • Rehabilitate burned lands with forage for wildlife
  • Enhance fishable waters
  • Restore riparian areas in conjunction w/ partners
  • Evaluation of stream habitats regarding head cuts etc. (ex. Monitor Range, degraded stream habitats)
  • Develop fencing, big game crossings to prevent mortalities (Sandy Valley, Boulder City, etc.)
  • Purchase lands/water for refugium for listed species
  • Pursue conservation easements with private landowners regarding listed species protection
  • Range rehabilitation
  • Facility development for direct benefits for wildlife
  • Public relations emphasis on projects, Q1 program
  • Education emphasis (film, etc.)


Reno Scoping Meeting (2/27/03)

  • Purchase small parcels for water and access
  • Purchase easement on east side of trophy section of Truckee River
  • Implementation of Partners In Flight Plan
  • Spotted frog habitat enhancement in Toiyabe Range
  • Green stripping for sagebrush habitat protection
  • Ruby Valley protection – acquisition
  • Amargosa Toad – Protect key Oasis Valley parcels
  • Data collection, monitoring for planning and decision making, inventory
  • Purchase/lease water rights for Walker Lake
  • Purchases should remain for wildlife benefits – not sold in future
  • Public process for ranking projects
  • Project list should be dynamic
  • Capitol improvements on Steptoe Valley WMA
  • Reseeding wildfire areas
  • Carson Lake African Rue control, cheat grass control
  • Smith Creek Range, sage grouse habitat rehabilitation
  • Implement projects in bird, bat, antelope plans, etc.
  • Develop Tracy Pond as urban fishery
  • Demolish Carson Lake buildings
  • Purchase and restore tributaries of Carson and Truckee rivers
  • Identify, protect critical habitat
  • Surprise Valley bighorn sheep habitat purchase (springs), (ex. Whitehead Property, Old Long Ranch)
  • Acquire private inholdings (springs) surrounded by public land
  • Acquire water for wildlife springs, water rights
  • Implement projects in conjunction with SNPLA
  • Develop IMWJV partnerships
  • Create new wetland units to expand overall wetland scope
  • Enhance brood habitat for sage grouse high country water (possibly guzzlers adapted for grouse), slick rock
  • Purchase water rights for instream flow

Elko Scoping Meeting (3/4/03)

  • Argenta Marsh Restoration
  • Help Walker Lake by purchasing water rights
  • Protect Rock Creek on Argenta Marsh during initial management
  • Develop trails, interpretive facilities for Argenta Marsh
  • Develop access to East Humboldts and Rubies
  • Trail system improvements in Rubies and Humboldt Range
  • Reseeding on Bruneau WMA (Coffee Pot Fire)
  • Area 6 winter range rehabilitation
  • Continued management of range rehabilitated areas
  • Purchase railroad checker boards near Izzenhoods, other critical habitat areas
  • Develop Franklin Lake boating access and bird towers
  • Riparian restoration
  • Trail Creek, Fish Lake Valley water development, enhancement, and possible lake development
  • Acquire Stowell property on Bruneau River, conduct riparian restoration
  • Humboldt River trails, enhancement, urban park development through Elko
  • Tonkin, J.D. acquisitions in Eureka Co. (reservoirs)
  • Bonanza Gulch, Little Salmon winter range restoration (WSAs)
  • Weed control, with priority on wildlife management areas
  • Acquire Prunty property on Bruneau River
  • Purchase small springs for wildlife benefits (restore, fence, etc)
  • Restore Truckee River on eastern edge of Reno to Wadsworth (fisheries, trails etc.)
  • Jakes Creek, North Fork Little Humboldt acquisitions
